学项目，居然也被j-1困住了，现在为了办H1B就只能哼哧哼哧办waiver，一开始还不知
道这个办，于是走了各种弯路，现在总算办下来了，在中国这边耽误了近四个月，主要
是因为自己一开始没经验，个人陈述不知道怎么写，改了两遍。美国那边运气很不错，

2016.12.19 报送中国驻美国大使馆教育处进行最终审批

DOS略微波折一些，寄了三次。。。。第一次钱寄多了给退回来了，改了money order
（大概120刀），结果第二次寄竟然被USPS寄丢了，无奈又寄了一次，最后终于寄到了
，整个寄送过程历时一个月，好在也没影响进程。

教训一：
纽约中心初审通过报送领馆后被要求补充材料（本版很少见吧？）——一个月时间白白
浪费！
一定要事先和中心和使馆事先沟通好：我的case是被旧金山使馆要求提供之前国内单位
离职证明或不反对信（但在我申请时，按新的规定对此不作要求了？我也没有用过CSC
的钱，所以纽约中心初审才能过） 所以一定尽可能多提供充分材料，即便没要求。
教训二：
补充材料USPS加急寄到纽约中心后一个月没有任何状态更新，期间有过两次电话询问，
第一次被告知有好多邮件，需要时间处理；第二次再三说明情况坚持查询后，中心才发
现一直没有收到我的补充材料 —— 又一个月白白浪费！
电话中知道，USPS很可能会交到纽约中心楼下的前台，但楼下单位众多，这似乎是我邮
件丢了的主要原因。
经验一：
遇事要变通，纽约中心和使领馆的老师都很好，主要是自己的事自己得上心和想办法。

7月开始准备推荐信，找了不少模板；写信过程中，得到美国同事在语言上的大力帮忙
，所以写的过程还算轻松。然后联系推荐人，到月底的时候基本凑齐。此过程中，欧洲
人回信比较慢，甚至不回；日本人也不回信；可能是暑假的原因，他们都度假去了。
同期开始联系学校国际办公室，国际办公室可以办，但是要求苛刻（所有推荐信都要原
件），且速度据说比较慢——而钱只比外面律师便宜几百块。所以再三权衡后用了他们
指定的律师之一。
8月初和律师签了合同。然后整理材料（文章、引用、评审、推荐信），都打印成PDF。
全程都是Email或电话联系，真人长啥样我都不知道。另外，律师写的PL在递上去之前
，我一眼也没看到。结果在我拿到他们CC给我的COPY时吓一跳，稀松四页纸，基本就把
我给他们的材料列了个清单而已，甚至还把我家LD的名字打错了（包括I140表格上），
到现在我都觉得后怕，幸好没遇到杀手。（律师准备的PL，其实cover letter，见附件）
出生公证、体检是在I140提交上去之后的等待期间办理的。

Petition for Alien Worker , Receipt Numberxxx. We mailed you a notice
informing you of the action we intend to take on your case. Please follow
the instructions in the notice and submit any requested materials.”
请问这是NOID吗？

NOID理由：
1，审稿：虽然40+， 但都是常规工作，没有主编和comittee chair 之类的经历。
2， 文章虽然10片，但是给我写推荐信的同行都发了100多篇了，所以差远了。
