，而且EB3-ROW 转 EB2-ROW的动力也很充分。
另外，你计算的时候没有考虑NIW，对ROW来说，NIW和EB1没有区别，没有必要费力气去
弄EB1。

In FY 2009 and FY 2010, only Mexico and Philippines used 6000-8000 EB3 visa
numbers.

filling as well.
I believe there a lag between hiring and green card filing. Very few
company would file for perm on day one. normally, there's a 12-24 month
delay, 18month should a reasonable average. so last year(FY 2010)'s
E2ROW reflects calendar year 2008's actual hiring. calendar year 2009
and 2010 were the worst year for jobs, that means fy 2011 and fy2012
will have significant number of ROW SO.

EB3's 40,040 quota. 每个国家每年 7%，所以每年中国大陆的 EW 最多批 350 个。
现在这个类别中等待的人几乎全是 CP，交了 I-485 的中国大陆申请人只有十几个，可
以忽略不计。CP 方面，截至 2011 年 11 月 1 日共有 4,718 人等待处理，所以很慢
。作为对比，2010 年 11 月 1 日的 NVC backlog 是 5,142 人，一年中减少了 424
人。
但即使如此，每年实批数量远不足 350（FY 2010 仅批了 163 人，FY 2009 仅批了 50
人，FY 2009 仅批了 76 人），这可能是由于 EW 面谈后拒签率较高造成的。应该可
以呼吁奥本多放名额给中国大陆 EW 类别，否则不排除通过类似 EB3C 的诉讼的方法来

1.3012如果通过，过渡期肯定是从FY 2013开始，不可能从FY 2012开始，因为FY 2012
已经快结束。
2.DOS的Demand Data明显数字偏小，从过去Demand Data的经验来看，该数据及其不准
。要看还是看USCIS的485 Inventory.
从USCIS的485 Inventory看，PD 2006年在库EB3C有1028,（假设本财年最后两个月EB3C
能走到2005年年底，为方便计算，就从2006年库存开始算。）
这1028 EB3C只是485，EB3C还有大量的CP，按照最新公布FY11数据,EB3C的CP数量是485
数量的1.42倍（1492/(2542-1492)=1.42），所以2006总EB3C在队里的量应该为1028X(1
.42+1)=2488,所以EB3C下一财年能走到2006年底就已经吃满自己的名额了。而EB3-ROW
现在已经走到06年9月8日，到本财年末很可能就走到06年末了。下一财年差不多能越过
大潮进入07后半段。

FY 12年 有3354个
FY 13年 有2135个
FY 14年 有4577个
从本版的报绿来看，EB2 China PD 2012年9月的有报绿了，之后的好像还没有。本年度
7/8/9三个月还可以批准一部分。剩下的要算到明年的额度。估计一下，14年10月的PD
，大概过大半年到1年轮到排期。新手上路，不知道这样估计对不对？大侠们给指点一

最后，我认同编 mud 不是随便几个程序员就可以做出来的，写程序简单，但

年会上，移民局官员 Michael Aytes 针对H-1B名额情况加以说明，以下是有关的消息：
FY 2008 H-1B 名额:
关于FY2008 的H-1B 名额不论是6万5千个一般的H-1B名额还是2万个美国高学历H-1B名
额, 所有可用名额都在今年的4月份用完, 移民局将在明年的4月1日开始接受FY2009,
10月1日开始工作的H-1B需要名额申请.
移民局表示, 为了增加H-1B名额申请的中签率, FY-2008 的申请件中有很多人是以”
Duplicate” 的方式提出申请, 也就是说”同公司同职位同一人” 重覆提出多个H-1B
的申请. 针对这样的情况, 移民局对于重覆提出多个H-1B 申请的人会拒绝其第一个H-
1B的申请, 而第二个或以上的H-1B 申请, 则会在收申请费后再拒绝其后面重覆申请的H
-1B.明年也将比照办理, 因此千万不要为了增加中签机率而重覆提出多个H-1B 的申请,
以免因小失大.

奇怪的眼科检查
在美国定居多年的华人王丁（化名）参与了这项调查，现在他开始为这个调查感到百思
不得其解：“说检查眼睛为何要获取我的血样和DNA？”。
这一切要从9月说起，王丁当时接到CHES工作人员的电话，征询他是否愿意参加这项眼
科健康调查计划。60多岁的王丁眼睛不太好，当他看到这样的免费服务，而且又是当地
一家有名的眼科医院检测，他满口答应下来。
在当地，眼科检查至少要收取65美元的挂号费，如果再加一些眼科治疗，费用可能在几
百美元甚至上千美元，王丁说：“CHES不仅不收费，而且还承诺25美元的车马费。”对

美国的reverse mortgage program叫HECM，现在一千多亿的size，不算太大。成长还算
比较快。
有统计数据显示，作reverse mortgage的人平均寿命比较短。当然主要原因是很多缺钱
看病的人才做reverse mortgage.不过这也是条不错的看大病的办法，一次搞出几十万
来看病用。
