经历供大家参考。
专业：computational biology
推荐信：7封（5封独立推荐人，都还不错）
论文：总共31篇，26篇期刊和会议论文（23篇第一作者），5个book chapter，1本书
引用次数：Google Scholar 的粗略统计，只有120个citation（包括自引）
Media Report: Nature一篇报道，year book 两年选了自己的两片文章为年度最好文章。
Review：10个journal，20多次review。主要强调了这些review的journal的impact
factor都不低。

NEBRASKA打的是很TOUGH的FOOTBALL，对95的UF这种攻强守弱的队特别有效。
同样的例子是97年，NEBRASKA对田纳西， PEYTON MANNING在时的田纳西很
象95的UF，打的是很锐利的PASSING OFFENSE，DEFENSE 却弱一些，结果被
NEBRASKA一通狂打，NEBRASKA也由此获得COACH POOL 的关键一票得与MICHIGAN
共享冠军。
：卧薪尝胆，96年终于捧回了冠军杯，SUGAR BOWL 52：20打败FSU。
这年来了那个DEFENSIVE COORDINATOR，防守一下成了TOP 10。据说他今年

浓郁的感觉，如同Nebraska里的人物塑造和表现，感觉那样的一群人和Nebraska如此的
合拍，你把Nebraska电影里的一大家人，搬到California, New York，Oregon,
Washington， 甚至Texas，... 人物和故事就失去很大一部分灵魂的感觉，或者说那电
影里的人物，展现了Nebraska的灵魂和生命，让它有了意义。对那部电影来说，人物的
地域归属感很重要。
而August: Osage County里面这一大家人，这些故事这些冲突，与实际存在的Osage
County没有太多血脉相连，这一家人的故事可以放在任何一个类似的小地方上演，这也
正是为什么我对片名有如此解读，Osage County更多是一种生活状态，而非实际地域，
作者自己也说他“盗”用了August: Osage County（一首诗的名字），是因为他觉得他
想不出比这更完美更诗意的名字来命名他的剧作。而这首诗名，正是他创作这部舞台剧
的灵感来源之一。

美国政府的财政年度从每年的10月1日起，至次年的9月30日止。2006财政年度始于去年
的10月1日，止于今年的9月30日。值此之际，我们对在刚刚结束的这一财政年度递交的
I-140审理情况做一小结，希望可以观既往，以知来年。
一、I-140申请程序改革对审理的影响
2006年初，移民局进行程序改革，California中心开始将尚未审理的I-140案件转到
Texas中心审理。与此同时， Vermont审理中心则将大批I-140案件转到Nebraska中心审
理。自4月1日起，California和Vermont两个处理中心停止接收并处理新的I-140申请案
。按照移民局的要求，所有I-140申请必须首先递交到Nebraska中心，再由Nebraska和
Texas两个中心分别审理收到的申请案。
程序变化之后，Nebraska中心的审理进度与年初相比有所减缓，而Texas中心的审理进

之前我们报道过有关USCIS 的Bi-specialization initiative程序，所有的I-140申请会
先由Nebraska Service Center (NSC) 接收，然后再将其中一半的申请转到Texas
Service Center (TSC) 。不少人问到关于NSC和TSC将怎么分配这些I-140申请。根据TSC
最近的指引，如今我们知道Nebraska采取的方式为每隔一天所收的案件平均分配。也就是
说今天为Nebraska明天为Texas。这也就是为什么我们看到同一个州的案件，有些留在
Nebraska有些送到Texas去。因为USCIS收监及邮局寄送的日期我们不可能知道，申请人也
就无法对自己的案件送到那个中心有所控制。

发帖数: 947 | 44 上星期我们得到Nebraska的电话说一个EB-1 的appeal得到批准。特别的是这个案子
Nebraska决定不送到AAO就直接以Motion to Reconsider的方式批准，另外就是
Nebraska的Officer直接打电话通知。好让申请人有个好的圣诞节。
综观这几个内的EB-1, EB-2趋势，CIS特别注意citation的问题。我们可以说是想尽办
法找出一条适合反驳的方法。这里有成功，也有失败。成功的我们无法认为那个方法是
正确的，因为我们认为还是会让CIS有反驳的方式。失败的我们当然也认为CIS不尽合理
。我们很幸运在偶然机会之下与Nebraska的移民官交换意见，了解了他们的看法。但是
CIS里有很多移民官，每个人的想法与做法不同，所以这个移民官与我们谈论的，并不
表示其它的移民官也有相同的看法与做法。
综合来说，如果你碰到citation的问题，有下列几个方向思考:
1．要与自己的同行来比较，如此可以表现出自己比别人的优势，而且说明citation虽
然比其它的专业少，但在自己本行已属不错了。
2．要列出自己这行与别行的citation资料，好让CIS了解ci |

发帖数: 947 | 45 上个星期我们曾经提到Texas对于EB-1 及NIW似乎有严格的趋势。我们因为没有看到更
多的资料，因此只能做一些猜测。这一星期，陆续有很多人email给我们有关于他们EB-
1 及NIW的情形，我们也看了些他们的RFE 或Denial Notice。我想我们几乎可以认为目
前Texas对于EB-1 及NIW的态度已经有了变化。目前为此我们看的RFE超过很多的Denial
Notice，所以还不清楚到最后Texas对于后来回答的RFE所抱持的态度是什么。是否会
与Nebraska一致我们还不清楚。反而是我们这些日子有比较多Nebraska来的批准，而且
Nebraska的移民官出奇的客气友善。这种现象我们不并觉得奇怪，跟CIS打交道20年来
，这种事时有发生。
如果说目前Texas在挑剔什么，我们只需要将Nebraska的RFE拿出来看就可以知道。至于
说对策是什么，我们之前已经谈过非常的多。可以参考我们以前的posting。这里不外
乎是citation, contribution, impact 及reviewer 方面的表达。事实上难的就在这里。
