上周末，民营企业家，福耀玻璃董事长曹德旺在接受媒体采访时宣称计划在美国投资10
亿美元建厂，同时表示自己“出走”美国的原因是地价、能源、劳动力等实体经济的成
本差异，“中国制造业的税负比美国高35%”。这一言论随即引发了外界对国内企业税
负的热议。
长期以来，围绕企业税负的争论一直不绝，央行调查统计司司长盛松成今年3月份撰文
称，我国企业税负在国际上处于较高水平。
分析人士认为，由于税收分布不均衡，加之产能、资源、土地等价格对企业成本的影响
，使得企业“痛感”较为明显。如何科学设计、有效简化增值税分档及税率，是企业税
负改革亟待解决的问题。

dollars , but petro yuans and rubles. We can no longer simply use threat of
sanctions and tariffs. We can negotiate but must treat our peers, even those
