1) 3.25%是非largest two国家的上限？
3012 (2) PER-COUNTRY LEVELS
(A) RESERVED VISAS:任何一个国家不能超过25%,Reversed是定义在（1）（A）-（C）
只能给非largest two用
(B) UNRESERVED VISAS:任何一个国家不能超过85%，没有提到非largest two“只能”
用reserved visas，所以非largest two也可以从unreserved visas里拿，从而超过3.
25%，我认为unreserved要遵循按PD的原则
所以我不认为3.25%是上限，当然如果韩国是老三，它只能拿到3.25%，因为他没有库存
，按PD从unreserved里拿，他什么也拿不到，中国不会，即使是老三，还是可以从
unreserved里拿到，但如果韩国是老二，甚至可能他什么都拿不到，reserved里没他，
unreserved里他PD又比不过中国 （好像有点太极端了），当然我不认为会出现PD EB2I

"中国不会，即使是老三，还是可以从unreserved里拿到"，这个理解不对。
老三就属于ROW，ROW的总上限是15%，其中单个国家的上限是3.25%。
哪个国家到了3.25%,哪个国家就得停下来；ROW总量到了15%，ROW全得停下来。
想从unreserved里拿名额，那得前两名吃不完85%才有可能，前两名不论是老印南棒还
是老印老中都能吃完85%。
"但如果韩国是老二，甚至可能他什么都拿不到"
老二怎么可能什么都拿不到。老二属于unreserved 85%,unreserved EB任何国家都不能
超过85%的85%(也就是40K*85%*85%=28.9K)。也就是说南棒至少有40K*85%*15%=5.1K可
拿。

中印肯定是前两个最多的了，那么就是说不在reserved之内了，

阿三的铁路进站、上车根本不检票，都是在车上抽检的。前阵子版上不还有个视频，某个三哥无票坐火车在车上被检票员发现，被检票员扔下了火车摔死了，结果这个检票员自己也被暴怒的人群拖下车打得头破血流。

民主党, 25席共和党. 对这个法案SCA5的支持是党派分票, 所以我们只需要保证 2个以
上民主党议员勇敢地站出来, 投票反对, 我们就可以让法案胎死腹中. 现在我们可以做
的是写信给代表我们选区的加州众议员, 去他们的网站给他们写.

plus if you are going back to china soon, the airplane will not be full cos

如果我们中国人有超过25%的人有资格拿卡，那么必须至少分给我们25%？
但是每个国家（比如印度）不能超过85%？
