That means if I buy a car from them, they will give me a temp plate first.
then within 30 days, they will mail me the offical plate which can from any
state I want. Is it ture??
Also, I was told if I buy a car from them I need to pay the tax on NJ rate,
since I live in NJ. Is it also ture?

for a plate, and then mail the plate and title to you. Just like an agent.
Since you will register in NJ, you will be taxed at NJ's sales tax rate.
So, except that they don't DIRECTLY issue you a plate, the rest it true.

is not true if a dealer only holds a NY dealer license would issue you a NJ
plate.
Dealer license is a card looks like your driver's license.

located in NY state, otherwise he's violating law.
