Elon Musk's delivery party for the first 30 Model 3 electric cars over the
weekend saw a fresh burst of headlines about an EV slugfest between Tesla (
TSLA) and General Motors (GM). But there's another one electric vehicle race
that no automaker wants to win.

EV rebates, meaning the prices that buyers of the Model 3 and Chevy Bolt
actually pay will go up in a few years. Every automaker's eligible vehicles
receive a federal credit of up to $7,500 – until their cumulative sales
since 2009 hit the 200,000 mark. After that, the credits start to get phased
out.
The tax credit makes up a bigger chunk of the Model 3's starting MSRP ($35,
000) than the starting price for the Model S ($68,000). The Chevy Bolt has a
starting MSRP of $37,500.
Tesla has racked up 121,410 in qualifying sales through Q2, according to
data compiled by Edmunds, meaning the vast majority of the 400,000 people
who have preordered Model 3 cars won't be able to claim the 78,590 full
credits remaining.
"The uncertainty of tax rebates is still a big concern for Tesla reservation
holders," said Jessica Caldwell, Edmunds executive director of industry
analysis. "Tesla appears to be prioritizing employees, investors and current
Tesla owners for delivery of the Model 3, all while the company continues
to sell the Model S and Model X, which will eat into Tesla's dwindling tax
credits. It's still a big question whether the thousands of people in line
to buy a Model 3 will be able to stomach the full price of the car without a
hefty rebate."
GM is actually closer to the limit, having sold 142,961 vehicles qualifying
for federal tax credits, according to Edmunds. Most of that comes from the
Chevy Volt plug-in hybrid electric car, while GM is approaching 10,000 pure-
EV Chevy Bolt sales in the U.S.
The Bolt was launched in December amid high hopes, with a range of more than
200 miles on a single charge, but sales have been outpaced in the first
half of 2017 by rivals including Tesla's older Model S and Model X models
and Toyota's (TM) Prius Prime as well as GM's Volt.
Bolt sales could pick up soon. A GM spokesman told IBD a nationwide rollout
is running ahead of schedule, with the new EV now available to order and
purchase in all 50 states.
Despite GM's head-start, Caldwell estimates Tesla will reach 200,000 in
early or mid 2018, while GM will hit that mark in late 2018, though much
depends on a successful production rollout for the Model 3. She also noted
the cars appeal to different customers, with the Bolt more for EV
enthusiasts won over by practicality and the Model 3 more fore EV converts
who want to be part of the Tesla mission or mystique.
After GM and Tesla, rounding out the top five automakers nearing the phase-
out threshold are Nissan (NSANY) at 110,845, Ford Motor (F) with 94,681 and
Toyota with 58,288.
While Caldwell warned "the future is murky on whether electric vehicles will
be able to attract buyers without a steep financial incentive" as new or
extended enticements remain uncertain, she believes public policy is for the
most part on the side of EVs.
"Bans of gas and diesel vehicles in Europe are on the distant horizon, and
although U.S. federal tax credits may not be extended by the current
administration, California has proposed its own incentive program that
carries a lot of weight considering more than half of electric vehicles are
