board...
well...here is what I would suggest: have a look of those who have scored
really big on the 973 related projects in the past 5 ys or so and see how
money has/would been/be spent, and what would be projected outcome...
If the money has to be wasted, I would rather put it to the hand of some at
least with a decent tracking records...China is very rich for sure now...how
sad!

反正钱在政府手里也是乱花，花到生物这个只见烧钱出产大量垃圾paper养活大量千老
级民工也算值。
