I remember I had a conversation with an American engineer about why so many civil engineers are still out of job even Obama injected so much money into the infrastructures such as building roads or bridges. Guess what he said, the jobs Obama brought were all low paid construction jobs such as trench digging or general laboring, the design part of the projects has already been done a couple of years ago or there is no need for design.
