They think they should use these numbers to attract more "fake" EB2.
The whole system is a joke.
Among the EB2/3 C&I, nobody is happy, nobody is working hard for the US.

EB2 C/I is of the lowest priority these days.

I think the reason why they make EB5 faster is that China and India EB2 are
eating a huge number of spillover this year.
These people don't have good hearts. They always want to get more out of the
immigration system: attract more money from overseas, use the cheap labor
by controlling the EB2/EB3 backlog.
EB2 was ready for a speed up, but these guys just try every method to make
our life more miserable and thus control us and exploit us.

happy about this.
If some people could easily use fake documents to obtain the GC previously,
I bet this time they could do the same thing.
The EB3 category can finally file their own 2nd preference I-140 without the
requirement of a PERM.

existing EB2 process.
So there must be something prevent them to do so today but they can do under
the new rule.
