11/29/2011--Passed House amended. (This measure has not been amended since
it was reported to the House on November 18, 2011. The summary of that
version is repeated here.) Fairness for High-Skilled Immigrants Act of 2011
- Amends the Immigration and Nationality Act to: (1) eliminate the per
country numerical limitation for employment-based immigrants, and (2)
increase the per country numerical limitation for family based immigrants
from 7% to 15% of the total number of family-sponsored visas. Amends the
Chinese Student Protection Act of 1992 to eliminate the provision requiring
the reduction of annual Chinese (PRC) immigrant visas to offset status
adjustments under such Act. Sets forth the following transition period for
employment-based second and third preference (EB-2 and EB-3) immigrant visas
than the two countries with the largest aggregate numbers of natives
obtaining such visas in FY2010; (2) for FY2013, 10% of such visas allotted
in each category to natives of countries other than the two with the largest
aggregate numbers of natives obtaining such visas in FY2011; and (3) for
FY2014, 10% of such visas allotted in each category to natives of countries
other than the two with the largest aggregate numbers of natives obtaining
such visas in FY2012. Sets forth the following per country distribution
rules: (1) for transition period visas, not more than 25% of the total
number of EB-2 and EB-3 visas for natives of a single country; and (2) for
non-transition period visas, not more than 85% of EB-2 and EB-3 visas for
natives of a single country. Provides that the amendments made by this Act
will take place as if enacted on September 30, 2011, and shall apply
beginning in FY2012. | s**d

发帖数: 328 | 4 最新的版本应该就是House通过的那个，加上关于h1审计的修订
据说老贼对移民部分只字未改，只是加上了要audit H1的内容。
现在这个法案最大的问题是会不会有人杀出来要求夹带私货，就像老贼一样；
时间也是一个问题，不过不是本质问题，不会成为这个法案的Killer，即便是今年不过
，明年还是会从新提出，只要这个法案保持现在这样，不再添加，迟早会过. | c***k
发帖数: 387 | 5 Fairness is a relative term. This bill might be fair to Indian and Chinese
EB2s, however, it is difficult to assume that EB2 from other countries would
think it is fair and won't be lobbying against it.
Many thanks to the group who was lobbying this bill and wish it will pass
