根据现在的形势，把ROW拉下来，老中也排不到前面去吧？
估计名额分下来多少全都会被升级的阿三吃掉
长期来看老中以后可能连自己的2800个名额都保不住

现在是4-5年绿，但是现在老中每年都超额，等待时间显然会越来越久

Thank you for writing to express your support for HR 3012, The Fairness
for High Skilled Immigrants Act. You will be happy to know that I am the
sponsor of Senate bill S. 1983, which also addresses this important issue.
S. 1983 would change the way the permanent residency permits, or green
cards, are issued to immigrants who work on temporary visas for high-skilled
jobs. Currently 140,000 green cards can be issued by the United States
government to immigrants on temporary work visas. However “per country
limits” have created backlogs which force applicants to wait longer. Many
of those who apply for green cards are forced to work in the same position
beholden to the same company which sponsors for their H-1B visa year after
year. These employees cannot be promoted or change companies without fear
they may break the law.
The Fairness for High-Skilled Immigrants Act would change the current
rules by eliminating the individual country limits and granting work-based
green cards to qualified applicants on a first-come, first-served basis.
Without per- country quotas, the bill would lower the waiting times for
hundreds of thousands of high-skilled and deserving green card applicants.
This bill would finally provide dignity to those who have waited in limbo to
receive their legal immigration status.
The Fairness for High Skilled Immigrants Act has been cleared for
passage by unanimous consent by all of the Democratic members of the Senate.
At this point, however, the bill is not able to be cleared for final
passage because it is being blocked by my colleagues on the Republican side
of the aisle. I will continue to push to help this bill become law.
