year is 2011-2012. That budget has an impact on new hiring.

。砍掉学生喜欢的那么多课，说是经济问题。
看看周围其他行业，人家照样有钱雇人。老百姓照样买名牌，旅游等消费。。。
为什么就大学没钱了呢？
到底谁掌管着世界经济？一声金融危机，就把大学的路堵死了。。。

state appropriations
tuition
grant money
donations
profits from university operated enterprises
if you look at these, in a bad economy, everything else goes down except
tuition, which goes up a bit. the university is unlikely to collapse, but it
has to make some adjustments (e.g., reduce hiring) to survive.

public universities suffer most among all higher education institutions. Not
just they cannot get money from states, some of them are required to hand
in tuition revenues to save the state budget. Isn't that funny?
Private universities might actually gain from this because they do not
depend on state budget so much; especially those for-profit institutions
like Phoenix U, because they can free-ride the tuition rise while

平衡预算，只有加税和减开支。减开支首冲得就是教育。
