后。根据proposal的质量和手上的budget来决定怎么分配钱。
至于什么时候通知不中的proposal, 这个要看PM的风格了。有的PM在panel之后，很快
就给不是top的人发拒信。有的等到给了award以后，再发。

emails from the POs.
