以前曾经有次panel对排序争执不下,
弄出四个highly competitive,一个competitive,让PD去决定。

declined.
This scenario is very very rare though. Highly competitive means top 15% in
most programs, and in my experience as a panelist, this ~15% ratio is
strictly enforced.
however, since you can't get exact 15% due to rounding errors, in practice
it's often 13%~16% (e.g. 2 out of 13, or 3 out of 19), and the unlucky ones
happen to be those on the borderline. |
