Republicans in the House of Representatives have just passed a tax bill that
would devastate graduate research in the United States. Hidden in the Tax
Cuts and Jobs Act is a repeal of Section 117(d)(5) of the current tax code,
a provision that is vital to all students who pursue master’s degrees or
doctorates and are not independently wealthy.
I’m a graduate student at M.I.T., where I study the neurological basis of
mental health disorders. My peers and I work between 40 and 80 hours a week
as classroom teachers and laboratory researchers, and in return, our
universities provide us with a tuition waiver for school. For M.I.T.
students, this waiver keeps us from having to pay a bill of about $50,000
every year — a staggering amount, but one that is similar to the fees at
many other colleges and universities. No money from the tuition waivers
actually ends up in our pockets, so under Section 117(d)(5), it isn’t
counted as taxable income.
But under the House’s tax bill, our waivers will be taxed. This means that
M.I.T. graduate students would be responsible for paying taxes on an $80,000
annual salary, when we actually earn $33,000 a year. That’s an increase of
our tax burden by at least $10,000 annually.

这个一旦过了,估计也是学校方面把费用消化掉吧。等于是tax学校。
问题是这个bill是谁出的?我估计是立法那帮人把会受影响的人群按数目分类,列一个
表,从最少的往下数,先把受影响少的人群的 tax benefit 给cut了。
全美国才140000 graduate students。 其中至少1/3是外国人,没有投票权。这样cut
下来,受影响的人加一起,连去白宫petition的人数都不够。所以就拿这些人开刀。

我觉得学校不能明着出这个钱吧,道理上有点说不过去,特别是从research funding里
出的时候。Budget里没有tuition tax这一项啊。

学生更出不起。stipend就那么点。如果这个过了,tuition里面的tax就不是学校的
revenue,会扣回给Fed

假设学校找到办法(也愿意)给学生出多出来的税,接下来还有一个问题。这是我在
nytimes的评论栏上看到的,另一个MIT学生的wife写的:

Grad school was already a humiliating, grinding experience for our family.
My husband studied 5 years at MIT. We lived in a place that was falling
apart and we had to boil water so that our kids' baths would be somewhat
warm. It wasn't enough money then--can't imagine if we were taxed for 80K. I
still remember opening the letter that said our oldest son qualified for
reduced price lunch and crying because I was so grateful. Would anyone
qualify for such services now, with their incomes reported 50K higher than
they are in actuality?
研究生本来算低收入阶层,可以拿一些福利。税法改了以后,有不少人会突然变成中
产,那些福利就拿不到了。原文中的那个MIT的学生,收入会高达$80,000一年,
LOL。

学校有没有办法改bylaw,让免学费不写成 tuition waiver,就让它压根不出现在账面
上,因为反正也没有钱过户,又不是在隐藏什么。

说实话,收这点钱对国家层面来说,微乎其微,没有任何作用。但是我觉得如果能通过
这个政策,把很多想读博的人吓退,到真的是功德无量。科研很大程度成了火坑,如果
能借此减少博士生的规模,我是赞成的。但是可以考虑新人新政策,老人老政策。

看了这个很感概。既然这样,真的不如一开始就不读。干点啥不好啊,话5年学厨师,
用这种干劲,都成名厨了。很多人尤其是生物的,还得再做好多年博后,这种工作前景
,真的不如不要入行。

这篇文章大家也许看过《Don't Become a Scientist!》。如果这个政策能结构性的减
少博士生数量,那是功德无量。我也是发考题,目前已经劝退了两个想读博的中国学生
。他们最后一个进了银行,一个去了media.
