Every year the U. S. government conducts the "ELECTRONIC E-MAIL BALOTTING
SYSTEM" in sponsorship with the bureau of consular affairs and Microsoft
powered search engine. Chinese are eligible. If you win the lottery and you
have either a high school education and migrated to US with student visa (
F1) you are qualify to be granted permanent resident permit (Green Card) in
the United States.
咱好像也qualify。
我研究一上午，这个好像只是qualify to apply for DV，该排期还得排着，弄不好还
是最慢的那种。。
