is pretty weak:
Publication: 10 journal/conference papers (our field is conference-oriented)
Review: 3 times
Citation: only 23
Ref letters: 5 independent out of 7 (2 UK, 2 Germany, 1 US)
As I said, my case is pretty weak, and I have included all the supporting
material I can find in my initial submission.
Do I need more independent letters? Since it has only been 2 months after
filing, my citation only increases by 2. No more papers, but have got 3
patents waiting for filing. Any other things I can do?

你按照RFE的要求一条一条回复吧。把你原来的PL 再组织一下，把你的新的3个专利加
进去，再要几封独立推荐信。应该好了。

RFE on Contributions might be a bit harder, where more letters would be
helpful. If it's just 3-year research experience proof, or ability to pay
proof, then it's easy to respond.
Relax and wait to see.
