if you are filing i130 and i485 concurrently, you must file your application
to the Chicago office
see instruction page 5, middle section:

what? I gave exact answer. OP asked what he/she should use for form
i-130 Part C Question 22. he/she should use Chicago and IL.
click on the last link in my reply, and search for 22.

maybe it does not matter what location you use, but literally, the question
asks about "Your relative ... will apply ... at the USCIS office in: (City),
(State)", because her application will be sent&processed in the Chicago
office, she SHOULD, by definition, use Chicago & IL.
The Chicago office will ask her local USCIS office to set up followup
appointments, but that's not what the question is about.
I used Chicago,IL for my parent's 130s, and their biometric appointment was
scheduled in the local office. I don't see anything wrong with that.
again, perhaps which office to use does not matter, but the Chicago office
seems to be the popular choice.

USCIS local office。按照zip code能查到。Chicago那个地址只是个lockbox，收到申
请以后可以就会转到National Benefits Center处理，如果材料齐全就转到local
office，status显示case is ready to be scheduled for an interview。你当时估计
填错了，移民局的人估计根据你的地址替你填上了。
楼主可以参考皮匠的博客，很详细的解释怎么填各种表格，中英对照。
