首先，所有foundation的问题都是大问题，修好上万美元很平常。
要不要修，看你了。钢筋和混凝土搭配是有原因的，混凝土能够承受很大的压力，而钢
筋可以承受很大的拉力。所以把这两种放在一起浇筑成的构件，可以很好的承受两种力
，此外两种材料的膨胀系数非常接近，在季节温度变化的时候，热胀冷缩不会出现脱离。
横线裂缝是地基中所有裂缝比较危险的一种。如果可能，检查地基另外一侧是否也有裂
缝。你的inspector说的裂缝是钢筋位置在浇筑水泥的时候偏移造成的，所以外面有。
如果你能看到地基另外一侧对应的位置也有，就说明裂缝已经不是表面问题而是贯穿地
基了。那问题就更严重了。尤其在我们DC附近地区，北方的冬天土壤中的水会成冰，膨
