Some of my guess
In the beginning, things were not that sever. Earth quake hit the power
plant, all units were successfully shutdown, diesel generators worked till
tsunami wiped them away, then backup battery did their work to cool the
reactor cores. Those backup systems had done the best to fulfill their
responsibilities and won invaluable time for the TEPCO and the government to
mitigate the risk and minimize the damage. If things were handled properly,
things won't be worsen like this. So, that's why a lot of experts said it
should be ok, expressed totally no YaLi.
However, there was something wrong. The utility company, TEPCO, didn't do it
right and handled it with a right attitude. In a sever accident like this,
the government should have been correctly informed and the government should
have involved to handle this. A headquarter managed by the government
should have been established to handle the nuclear crisis. Well, it seemed
the government was not well informed of the sever situation and did nothing,
didn't ask for help. At this moment, TEPCO's credibility has already been
damaged, let along those drama like 'reading a wrong unit', left 50 ppl
dealing with such a nuclear crisis and once all retrieved, power could not
be reconnected in a short time, etc. That’s just not the right attitude to
deal with a crisis like this.
TECPO always claimed things were under control, water levels were stable,
well, fuel rods might be exposed, blahblah. US lost its faith in Japanese
and sent its own independent agencies by NRC. I bet they've got the first
hand data and informed NRC headquarter in US. Then NRC's chairman claimed
there was 'extremely high' radiation around the plants, which is believed
released from the melting spent fuel. Things turned to be very ugly now.
Japanese denied it! Spent fuel without proper cooling is much more severe
than those cores, thinking of they've stored tens of years of spent fuels
there. Without proper cooling and if melted then fully released, Tokyo might
be in a bad situation. Still, what did self-defense force do? They tried
use helicopter to cool the pool then retrieved saying the radiation level
was too high. What the hell? Of course, they are doing it now but don’t
know if the sea water is being properly injected and effectively cooling the
spent fuels. US do not believe them anymore and now consider sending a
larger group of nuclear experts to handle the crisis.

ok, in short.
Things were not bad if you handle it properly, but it's highly possible to
turn worse if you don't, which is happening right now in Japan. US don't
want see this happen so want to take it over before things turn really bad.
