China.
I think your definition is too narrow.

where is that official definition? 海归for me is someone one who returns
from overseas, the literal meaning of the word.
Though I went to grad school here, I don't really see the difference between
, for example,
1) someone who got their phd here and went back to china and
2) another person who got their phd in china and came to the US to work at
microsoft for 6 years and went back to china.
they are all 海归 to me.
why are you so attached to studying abroad?

and again, in my example above, you are referring to someone "who got their

back to china" as 俗称“盲流”?
