CHAPTER 9
OF FREE WILL
1. God hath endued the will of man with that natural liberty, that it is nei
ther forced, nor, by any absolute necessity of nature, determined to good, o
r evil.
2. Man, in his state of innocency, had freedom, and power to will and to do
that which was good and well pleasing to God; but yet, mutably, so that he m
ight fall from it.
3. Man, by his fall into a state of sin, hath wholly lost all ability of wil
l to any spiritual good accompanying salvation: so as, a natural man, being
altogether averse from that good, and dead in sin, is not able, by his own s
trength, to convert himself, or to prepare himself thereunto.
4. When God converts a sinner, and translates him into the state of grace, h
e freeth him from his natural bondage under sin; and, by his grace alone, en
ables him freely to will and to do that which is spiritually good; yet so, a
s that by reason of his remaining corruption, he doth not perfectly, nor onl
y, will that which is good, but doth also will that which is evil.
5. The will of man is made perfectly and immutably free to good alone, in th
e state of glory only.

CHAPTER IX
Of Free Will
I. God hath endued the will of man with that natural liberty, that it is nei
ther forced, nor, by any absolute necessity of nature, determined to good, o
r evil.[205]
II. Man, in his state of innocency, had freedom, and power to will and to do
that which was good and well pleasing to God;[206] but yet, mutably, so tha
t he might fall from it.[207]
III. Man, by his fall into a state of sin, hath wholly lost all ability of w
ill to any spiritual good accompanying salvation:[208] so as, a natural man,
being altogether averse from that good,[209] and dead in sin,[210] is not a
ble, by his own strength, to convert himself, or to prepare himself thereunt
o.[211]
IV. When God converts a sinner, and translates him into the state of grace,
he freeth him from his natural bondage under sin;[212] and, by his grace alo
ne, enables him freely to will and to do that which is spiritually good;[213
] yet so, as that by reason of his remaining corruption, he doth not perfect
ly, nor only, will that which is good, but doth also will that which is evil
.[214]
V. The will of man is made perfectly and immutably free to good alone, in th
e state of glory only.[215]
[205] Matthew 17:12. But I say unto you, That Elias is come already, and the
y knew him not, but have done unto him whatsoever they listed. Likewise shal
l also the Son of man suffer of them. James 1:14. But every man is tempted,
when he is drawn away of his own lust, and enticed. Deuteronomy 30:19. I cal
l heaven and earth to record this day against you, that I have set before yo
u life and death, blessing and cursing; therefore choose life, that both tho
u and thy seed may live.
[206] Ecclesiastes 7:29. Lo, this only have I found, that God hath made man
upright; but they have sought out many inventions. Genesis 1:26. And God sai
d, Let us make man in our image, after our likeness: and let them have domin
ion over the fish of the sea, and over the fowl of the air, and over the cat
tle, and over all the earth, and over every creeping thing that creepeth upo
n the earth.
[207] Genesis 2:16-17. And the LORD God commanded the man, saying, Of every
tree of the garden thou mayest freely eat: But of the tree of the knowledge
of good and evil, thou shalt not eat of it: for in the day that thou eatest
thereof thou shalt surely die. Genesis 3:6. And when the woman saw that the
tree was good for food, and that it was pleasant to the eyes, and a tree to
be desired to make one wise, she took of the fruit thereof, and did eat, and
gave also unto her husband with her; and he did eat.
[208] Romans 5:6. For when we were yet without strength, in due time Christ
died for the ungodly. Romans 8:7. Because the carnal mind is enmity against
God: for it is not subject to the law of God, neither indeed can be. John 15
:5. I am the vine, ye are the branches: He that abideth in me, and I in him,
the same bringeth forth much fruit: for without me ye can do nothing.
[209] Romans 3:10, 12. As it is written, There is none righteous, no, not on
e.... They are all gone out of the way, they are together become unprofitabl
e; there is none that doeth good, no, not one.
[210] Ephesians 2:1, 5. And you hath he quickened, who were dead in trespass
es and sins.... Even when we were dead in sins, hath quickened us together w
ith Christ, (by grace ye are saved). Colossians 2:13. And you, being dead in
your sins and the uncircumcision of your flesh, hath he quickened together
with him, having forgiven you all trespasses.
[211] John 6:44, 65. No man can come to me, except the Father which hath sen
t me draw him: and I will raise him up at the last day.... And he said, Ther
efore said I unto you, that no man can come unto me, except it were given un
to him of my Father. Ephesians 2:2-5. Wherein in time past ye walked accordi
ng to the course of this world, according to the prince of the power of the
air, the spirit that now worketh in the children of disobedience: Among whom
also we all had our conversation in times past in the lusts of our flesh, f
ulfilling the desires of the flesh and of the mind; and were by nature the c
hildren of wrath, even as others. But God, who is rich in mercy, for his gre
at love wherewith he loved us, Even when we were dead in sins, hath quickene
d us together with Christ, (by grace ye are saved;). 1 Corinthians 2:14. But
the natural man receiveth not the things of the Spirit of God: for they are
foolishness unto him: neither can he know them, because they are spirituall
y discerned. Titus 3:3-5. For we ourselves also were sometimes foolish, diso
bedient, deceived, serving divers lusts and pleasures, living in malice and
envy, hateful, and hating one another. But after that the kindness and love
of God our Saviour toward man appeared, Not by works of righteousness which
we have done, but according to his mercy he saved us, by the washing of rege
neration, and renewing of the Holy Ghost.
[212] Colossians 1:13. Who hath delivered us from the power of darkness, and
hath translated us into the kingdom of his dear Son. John 8:34, 36. Jesus a
nswered them, Verily, verily, I say unto you, Whosoever committeth sin is th
e servant of sin.... If the Son therefore shall make you free, ye shall be f
ree indeed.
[213] Philippians 2:13. For it is God which worketh in you both to will and
to do of his good pleasure. Romans 6:18, 22. Being then made free from sin,
ye became the servants of righteousness.... But now being made free from sin
, and become servants to God, ye have your fruit unto holiness, and the end
everlasting life.
[214] Galatians 5:17. For the flesh lusteth against the Spirit, and the Spir
it against the flesh: and these are contrary the one to the other: so that y
e cannot do the things that ye would. Romans 7:15, 18-19, 21, 23. For that w
hich I do I allow not: for what I would, that do I not; but what I hate, tha
t do I.... For I know that in me(that is, in my flesh,) dwelleth no good thi
ng: for to will is present with me; but how to perform that which is good I
find not. For the good that I would I do not: but the evil which I would not
, that I do.... I find then a law, that, when I would do good, evil is prese
nt with me.... But I see another law in my members, warring against the law
of my mind, and bringing me into captivity to the law of sin which is in my
members.
[215] Ephesians 4:13. Till we all come in the unity of the faith, and of the
knowledge of the Son of God, unto a perfect man, unto the measure of the st

all, and to the spirits of just men made perfect. 1 John 3:2. Beloved, now
are we the sons of God, and it doth not yet appear what we shall be: but we
know that, when he shall appear, we shall be like him; for we shall see him
as he is. Jude 24. Now unto him that is able to keep you from falling, and t
o present you faultless before the presence of his glory with exceeding joy.
