CHARLESTON, W.Va. (AP) — A new report says some mine operators are avoiding
paying fines for safety violations because the Mine Safety and Health
Administration's collection system is flawed.
The report by the U.S. Department of Labor's Office of Inspector General
says MSHA has failed to finalize policies and procedures designed to
identify "scofflaw violators."
The report also says MSHA's debt collection information is unreliable
because the agency doesn't know whether some violators have paid their fines.
MSHA Chief Joe Main says in a response that the report's recommendations
refer to internal policies and procedures. Main says the report doesn't
identify any failure to comply with federal laws or requirements.
