supposd to get promoted, so bosses seldom give out 5 if they didn't plan to
promote you, e.g., you have only worked there for half a year.
The average score is decided before they give you score for each item. Since
the bosses have budget for the raise of whole group, and they need to show
their bosses why they give this person higher rate than others, so the higher
