The District Attorney is investigating criminal charges against the police
officers and police chief who are all suspended ("on leave"). The 9th
Circuit Court of Appeals which covers California in similar cases has ruled
that such force was excessive and unreasonable, so the expectation is that
criminal charges will be filed and that civil lawsuits against these 3 and

束federal government, 而state government的约束是各州自己的constitution 来实

people”.
也就是说所有权利的大饼，us constitution 规定federal government只能拿其中
limited part, 剩下的都归于state and people. 然后state constitution 规定
