That's not exact reason caused backlog, There are multiple reasons for
backlog.Up until 2004 April, GC are 100k and equal to incoming H1's almost.
1.That time Bush govt has cut number of employment H1's to 65k. This should
have resulted surplus GC's.

Processing
Centers。在送的过程将分为两个梯次。第一个梯次是所有的各州SWA必须将2003年以前的
案件送出，Backlog Processing Centers必须在12月31日以前收到这些案件。第二梯次是
把2005年以前的案件送出，Backlog Processing Centers必须在2005年3月31日以前收到
。
之后Backlog Processing Centers的工作人员将马上把这些案件分类出来，Backlog
Processing Centers将以First-in, First-out 的方式处理这些案件。

HR 3012 (Rep. Chaffetz)
HR 2161 IDEA Act的听证前天才完成，然后Lofgren又提出了H.R.3119. 这个3119比
2161的规模要小：主要是HR 2161包括STEM的exemption, 然后这个不包括STEM.这样的
话就少了很多争议。
再有一点就是HR 3119包含了对Family-based immigration的一些有利条款，所以还能
得到Family-based人员的支持。
所以HR 3119通过的概率也许大些，另外这个法案也由非法移民的最坚定支持者Rep.
Gutierrez联合提出(co-sponsor), 所以遇到的非法移民那里的阻力会小些。
HR 3119 主要是：
1. 去除Per country limit (HR 2116也有， HR 3012也有。两党支持)
2. 扩大AC 21的适用范围
3. 提高family-based的移民名额的per country limit至15%

places . PERM started end of 2005-2006, New LC's were processed in PERM.
During this time, they wasted over 150-200K GC's supposed to be used for all
these backlogged LC's. Hypothetically as no LC's, no 485's filled to use GC
's. So they just wasted.

website generated in 10/5/2011, the good news is that most PD before 07/15
will get Visa number assigned.
Depends on the demand out of PD after Jul 15,2007, especially from indian
and those who just filed I-485 before Nov. 1, 2007, I think the possibility
of backlog should be 99.99% for Dec.
On the other hand, July, 2007 has highest demand ever... so I believe the
backlog would not be as bad as 2007.

还不错的，帮着查查了。哥们说NSC的AP/EAD批准backlog在1月13号以前交的了。我这
三月初交的，估计还要再等两个月才能批到。不过，看到版上时不时有人报告AP/EAD很
快被批准。所以，我也不是十分肯定他说法的准确性。就当是一点新消息吧。 |

息。主要内容如下：
BPCs的Caseload和45-Day Letter
到2005年3月5日为止，BPCs已接收超过180，000个申请案。其中86，000(约48%)已经被输
入BPCs的新系统。而只有40，000(约22%)个申请被发出45-Day Letter。对于这40，000个
申请，劳工部约300个申请撤回，远低于劳工部的估计。
BPCs的审核人员
劳工部还没统计SWAs在2005年接收到的新申请。每一个BPC现时大约有100个contractor
personnel 。劳工部正在投入更多资源来处理data entry, 其目标是在2005年年底完成所
有的数据输入。
BPCs案件处理期限
Atlanta 和Chicago 本身仍有大概10，000个申请须转至BPCs。而New York, Boston, 以

from Q1/Q2, this is the current status and predictions for EB2.
In summary we think that EB2IC will receive total 37K SOFAD of which ~31K
will go towards backlog reduction. This would mean a dates moving into Apr-
2007 for EB2IC. The best case scenario would be Aug 2007. Worst case would
be Sep 2006.

前线消息：Durbin党内支持不足，可能撤hold！！！
这可能是今年最后一战，是发生在黑色星期五的黑色的一战。
最近两个月不管在微信还是Twitter上S386反对者的声音都逐渐消失，当我们以为参议
员Durbin对S386的反对是根本性的，S386 UC无望时，法案的支持者却一直用各种手段
对参议员Durbin施压。就在感恩节前夕，包括咔咔志愿者的盟友的多方传来消息，
Durbin和Mike Lee的谈判正在进行，S386的UC危机又将来临，法案的支持者扬言他们要
在2019年通过S386。
