他说了里面有一百多封（不考虑被删除的5万5或者3万3邮件，因为不清楚）highly
classified的邮件。 然后他们在处理高度机密的文件的时候extremely careless。基
本上换个人，这就够定罪了，但是他说了个最后没有发现动机，不推荐指控，然后DOJ
的Lynch就顺水推舟，说不起诉。
联邦法律不需要动机就可以定罪的。
