“我个人认为：日本与中国的太空发展计划，中间存在着很大的不同的。这个所谓
不同，主要相对美国国家自身利益来说的。日本，在上世纪80年代后期，就开始逐步进
行发展自身的太空计划。这个太空计划共计有3个步骤，1是地面发射系统即H－X的运载
火箭系统。2卫星制造技术。3载人与太空站计划。为此，日本在1989年耗资130亿美金
开始研制H－X运载火箭计划。首批H1A的火箭在1992年试验发射阶段发生爆炸。随即
1993年日本再次耗资150亿美金，并且，在美国协助下，开始进行H2运载火箭计划。该
计划主体是运载火箭的制造，其最关键部位的辅助液态火箭发动机，由美国提供。1999
