捐助，大喜过望！如果说这是一个改变数千孩子命运的喜事，也并不为过，善莫大焉！
让感恩节更有一份感恩的心。
留学、工作于美国，现在想读书，没有时间；小时候有的是时间，没有书。回想我本人
，小时甚至为别的小朋友家打扫卫生，为借他们家的书看。相信有类似体会的大有人在
，往事不堪回首...
每想起这些无书、无好书可读的痛，就为我们爱心传递慈善基金会卓越的团队，为Pass
Love用心血建设的世界一流的蒲公英乡村图书馆而鼓舞、而骄傲！16所已建成的图书
馆是当之无愧的16朵蒲公英，传递着知识、启迪和爱心。
而要将善事变成实事，就像要把种子长成蒲公英，还有很长的过程和付出。可名和玲玲
为找合适的土壤，甚至在走访新馆落建学校的路上出了车祸。如果说蒲公英的传递是一
个理想，那么这些在乡村间默默努力的PLP人、从美国城市回到中国乡村的PLP人，在计
算机前绕着地球合作的PLP人、从撞翻的车里爬出来第二天继续工作的PLP人，则是一群
将这貌似飘忽却崇高的理想植根在落后乡村的、最值得尊敬的人！

2. Go to Ballard community health center

privately owned 之分。总是不是政府开的 charity，不能通过投票
改变直接改变人事决定的，都是不是 state-owned charity，跟名字
里有没有 public 无关。
state-owned 还是 privately-owned，是 ownership 的差别，跟
资源流向无关。简单而言，国企 vs 私企。。。当然，当中地带有个
上市公司，但是 charity 好像没啥上市的说。。。 |

刚刚才知道，有人一直在讲所谓的“捐款提成”，原来讲的是慈善机构的运作费用（
Operation Cost）。能把这两个混起来讲这么多天，这个春秋笔法，也真是厉害了。
不知道的人，还以为张罗着给某个人捐款的，即使不经过慈善机构，也都要从中“提成
”了，或者说，呼唤别人捐到慈善机构的，也有一笔钱要装到自己口袋里了。我只能说
，极度鄙视和厌恶讲这种话的人！！
为个人捐款这个，我不讲了。因为每次具体的捐款，为不同的人，不同的理由，由不同
的人出面，情况千差万别。
我只能讲我自己有所了解的，慈善机构这一部分。美国大大小小的慈善机构多如牛毛，
真正让公众了解到有比较高的 Operation Cost 的，都是那些规模比较大的机构。
很多小的机构，本来就是一小群人，为了一个 cause 走到一起来做点事。为了能争取
更多的人支持，这些机构有的声称没有运作费用。实际上，是这些做事的人，除了花时

fundraising 是有特别的定义的，就是以 public good 或 public benefit 为目的的
才算。
这里面其实是好几个问题，一个是，象 ACCEF 这样的 Charity ，它从事 charity
purpose 的 fundraising ，是没有问题的，但不注册就有问题了。另一个是，它能不
能也从事非 charity purpose 的 fundraising？还有，帮康的小孩设立什么基金，这
个性质到底是不是属于 charity purpose ？ 等等。
想一句话把这些事情都说清楚，那是过于简单化了。

首先声明，OCEF不做针对个人不幸而专门募捐的事情，OCEF自去年起至今都未对康女士
