你看到的可能是 外部评分，内部的看不到。DOE 还是很讲政治的。 |

NSF是bottom up，就是grass root草根阶层来提研究方案，只要同行认可，就fund，你
可以漫天乱想idea. Agency 比如 DOE, NASA, etc. 是 top down，就是高层定个五年
十年计划（比如登月），具体的项目就围绕这个计划执行，你不认识 program manager
或是 existing team 里的人，没过合作，就很难 help their mission. |

Owner's title insurance: $1826.00
