综合的大系底下的一个program。我原来是program director，负责排课和
accreditation。我上面的系主任负责people issues, such as complaints and

是基于个人对于美国行政程序法的了解而提供一些背景知识。
1。美国行政程序法(Administrative Procedure Act)规定政府部门有不通过议会而直接
制定或者修改有关法律实施细则或者规则的权力，在很多情况下，这些规则专注于程序
性与细节性的事务，根本不可能拿到参众两院来讨论，所以，很多情况下只是几个处级
干部或者办事员就整出了一个规则的初稿，这是和中国很相似的。这次搞出来的很多东
西，没准有拍脑袋的成份在里面。被大家骂是可以理解的。
2。美国行政程序法(Administrative Procedure Act)同时也规定政府部门的规章制定与
修改必须接受公众评议(notice-and-comment rulemaking)，一般都有几个星期甚至几个
月，在评议期间规则通常不可能立即生效。所以，我个人的理解，这次的interim rule
还不是最后生效的规则，还有机会被修改。这里，就需要所有被影响的同学们出力了。
