从俯瞰釜石(Kamaishi)的山上，可以轻易地看到这座日本海滨城市著名的海啸防波堤。
这座3年前才完工的防波堤的深度创纪录地达到了63米，成本达到了匪夷所思的1200亿
日元（合15亿美元），但如今它倒塌了。
从同样的位置望去，防波堤倒塌的后果也清晰可见。3月11日强震引发的灾难性海啸，
