open a command prompt and type: lsnrctl stat
It may tell you where it is wrong.
If it is not running then:
lsnrctl start
If it IS running, then you configured the listener incorrectly. |

Instance "orctest", status READY, has 1 handler(s) for this service...
The first instance is the one you manually configured in listener.ora file,
the second is dynamically registered.
Remove the manual entry for orctest from listener.ora file, you don't need
that.

error in installation process. I did not change any configuration files.
Then when I tried to access ORACLE home page, Igot the following
error message:
The connection was refused when attempting to contact 127.0.0.1:8080
When I tried to run sqlplus, I got the following errors:
ORA-12162: TNS:net service name is incorrectly specified
When I tried to run "lsnrctl start", I got the following errors:
TNS-12537: TNS:connection closed
