新加坡外交部日前表示，虽然新加坡允许美国船只和飞机使用其部分军事设施，但它并
不是美国的盟友。
《华盛顿邮报》26日报道称，美菲举行的旨在扩大美军在菲律宾军事存在的战略会谈虽
然还处于初期阶段，但双方官员都倾向于达成协议：“菲律宾不是亚太地区唯一欢迎美
国驻军的国家，澳大利亚、日本和新加坡也都这么做，因为没人愿意与中国发生冲突”。
新加坡外交部对此表示，新加坡与别国不同，它并不是美国的盟友，“新加坡一直
与所有亚洲国家保持友好的关系，这些国家的船只经常在新加坡停泊”。但新加坡允许

我的感觉，代课教师情况因地因时而异，不能一概而论。我没有第一手资料，随便翻了
翻网上的报道。基本上有几种情况。
一、确实有些地方，条件太苦，没人愿意去，只好请代课教师。很多人同情的代课教师
，包括这一部分。因为这些代课教师不做，小孩就真的可能没学上。
二、无关人员挤占教师编制，没有正式教师编制，又需要有人完成教学任务，所以请代
课教师。这种情况，不见得是贫困地区了。这种情况下的代课教师，完全是人为因素产
生的。相当于某些机关单位中，正式人员喝茶聊天轻松，再另雇临时人员干活。这些地
方，代课教师的待遇只不过是相对正式教师而言较低。参见这条新闻：

三、某些地方故意空出教师编制，再花很少的钱雇用代课教师，省下的钱干别的。
我觉得在后面这两种情况下，谈胜任不胜任才有点意义。

是看到这样的说法），在那样的情况下产生的偏远地区的代课教师 |
