越共领导人怀有更大的期望。北越的目标是不惜代价地打赢战争，这就需要出奇制胜，
派兵绕道从柬埔寨领土向南越腹地发动游击战。按照北越的三个战略阶段，当前时期是
用游击战来消耗南越，向均势期过渡；日后则把游击战改进为战役进攻，其中最重要的
条件就是有着可靠的战力支援系统，而支援系统须依赖于一条大“运输线”的建立。北
越买通柬埔寨的西哈努克，西哈努克精细的“中立”平衡开始弯曲。北越价格是每年
500万美元“租用”柬埔寨东部地区用于战争。西哈努克瞒着国会和政府，私自签署了
为期15年的“租用协定”，派遣他的大舅子每年去河内秘密领取这笔钱，再回金边转交
存在西哈努克个人账户。西哈努克偷偷出卖国土的行为是日后（1971年）导致柬埔寨国

止侵略则必须扩大战争规模，如此则违背政策；若不扩大战争规模，又无法达到迫和的
目标。由于柬埔寨在事实上已经主动卷入战争，此时越战的关键定位于柬埔寨。美国政
府和军方多次讨论越共使用柬埔寨领土进攻南越的问题，他们认识到这个问题关系到能
否彻底击败北越。美国知道西哈努克只是个被利用的小角色，无论中共还是苏俄都不会
