从07/07/01到07/31/07至少要走好几年，保险估计PD差一天，485 current差一个月。

发帖数: 11017 | 4 多快能交485是个很TRICKY的问题。我的理解是：
现有移民法规则下，每年EB有14万个绿卡，其中EB2和EB3各占28.6%也就是4万左右。其
中每个国家都有7%的上限也就是4万再乘以7%=2800个，这个是计划内名额。显然对于中
印这样的大户，每年2800个EB2+2800个EB3塞牙缝都不够（中国还要减去六四绿卡欠的
债）。
现在中国的EB2在移民局的485库存大概有一万六千份；老印的EB2的485库存则有近4万
份。其中相当一部分是07年大潮交的。楼主是07年6月的PD，显然没赶上07大潮。
这就是为啥说每年2800个EB2+2800个EB3给老中老印塞牙缝都不够。如果就靠吃计划内
名额，16000/2800=5.7，也就是说楼主还要等5-6年。
好在每年都有世界其他各国（ROW）的支援，也就是所谓的剩余名额。剩余名额可多可
少，今年江湖谣传有4万个剩余名额可以支援中印EB2，如果谣传属实，将大大缓解中印
排期困局。
问题是，老印比咱老中老PD多，一到剩余名额分配，不按国别走，按PD早晚来。这样老
印势必要狂吃一气。当然了，如果剩余名额足够多，多到大过老印近4万个EB2库存（ |

EB2C cases (PD before 6/1/2006) and 3350 EB2I cases(PD before 5/8/2006) are
being precessed in US overseas Consulate.
It means in Guangzhou US Consulate, there are large number of EB2C cases are
being processed. For whole FY2011 year, EB2C has only 2800 visa numbers.
We soppose USCIS process 60% of visa numbers, Guangzhou US Consulate process

to EB2, there are still 9800 PD before summer 2007 are waiting.
You can file FB 2B(permanent resident's more than 21 year-old kids,
unmarried-) for your daughter after you get GC, it takes another 8-10 years.
Current FB 2B PD is Apr 15,2003.
2013 年4月前交485 希望大吗? It is difficult to say. |

根据规定，在本公司工作期间获得的学历或经验不能用来QUALIFY EB2.也就是说以前只
能办EB3，现在一般来讲也不太可能给你办EB2.
如果能重新办EB2的话，PERM跟以前的CASE无关，该怎么办就怎么办。recapture of
the old PD 实在办I140的时候实现的。

个多余名额来设定PD，也就是到2006年10月。

都在07年6月，凭什么一个人比另一个人提前5年交485，提前5年拿EAD和AP？这不是得
了便宜？楼主要求的就是，让这两个人能在同一个月被批准。要达到这个目标，就要让
还没递交485的那个人比已经提交485的那个人批准的时间早几个月递交485。
如果说大潮前没交485的人的排期大都集中在07年4月到7月间，为了达到上面的效果，
排期在07年4月以后要一下跳跃到07年7月，而不是半个月半个月的速度推进，然后后面
几个月再变成慢慢推进。一下跳跃3个月的结果就是，上面那个没交485的人在USCIS批
07年4月那批人的时候就能递上485，最后跟大潮前交上485的人在差不多时间批准。当然一下跳跃的结果也有可能让07年7月排期的人比07年4月排期的人还早批，这就取决于USCIS怎样处理按PD批准的原则了。如果USCIS电脑系统已经改善，应该不会出现这种情况。以前08年小潮的时候是出现过这种情况的。
否则如果保持缓慢匀速前进，势必相同PD，提前5年交485的人比晚5年交485的人早绿3-

1. 对某一个人来说，他交485与批485不是同时发生的，中间有几个月的间隔。假设交
485时刻T1，批485时刻T2。
2. 某一个月Visa Bulletin里面定的排期既是可提交485的时间，也是可批485的时间，
假设时刻T。
因此，在现实中，对某一个个人来说，在正常情况下，T只能是T1或T2中的一个，either T=T1, or T=T2，因为T1=/=T2。（这里说的正常情况是指某一个人PD一current立即递交485，或者对在07大潮中预交的人来说PD一current立即被批。）
07大潮后的这几年，绝大多数的人T=T2，因为07大潮预交，预批了。以后呢？如果没有
预交预批，T还会等于T2吗？以后对于大多数的人，以后T = T1。
那么从现在T=T2转换到以后T=T1的过程中，排期势必有一个跳跃，就是T1到T2的时间差
。这个排期跳跃如果不提前进行，中间势必出现一个空窗期，造成无中国EB2可批。 |

It's very likely that Mr.O is going to move PD to March 2008 to get some new
demand for pre-processing for the next Fiscal Year.
These cases will be accepted and pre-processed, but it may take one year to
get greened for PD 2008.01 because the PD will move back to 2007 after this
September. |

2007,2008,2009,2010. They have approved some cases of PD 2006 in the summer
of 2009. Therefore, the current 2006 demand is only partial of original
demand.
2. current 2007 demand does not include the people who missed the boat and
it only includes the demand from Jan 2007 to July 2007. The people whose
PERM was approved after July 2007 never got a chance to submit 485.

factors during the wait. It's not a sure thing yet.
Plus 2008 PD didn't get any benefits of EAD/AP at all during the 4 years

and PD movement.
I have an interesting finding: In this summer the EB2 will definitely move
to April 2008 or further! NVC is not sending these fee notices randomly.
They won't send fee notices until they think it is going to be current in
several months.

predicted. That means the final PD will be even better than the latest NVC
date. For example, Phillipine FB4 Visa Bulliten reached 1/1/1991 in the
September 2010 VB! The guy in this article had PD of 1989 and he got fee
notice. The people with PD 1990 may not receive any notice, but they still
got current. In my opinion, the NVC date is the most conservative date and

quarter of FY 2012. It may stick to one date for several months before
retrogression. I have explained why last week. The newly submitted cases
will not be ready for approval in the first quarter of FY 2012. It takes 3-4
months to get ready.
If you look at the Philippine FB4 date movement, you will have some ideas.
Currently PH FB4 is in 1988.
