国防部的此次调查是为废除“不问不说”政策所作准备工作的一部分。已实行17年
的“不问不说”政策是基于国会通过的有关法案，该政策禁止公开性倾向的同性恋者在
美军中服役，军方不得询问军人的性倾向，军人也不得在部队中公开自己是同性恋者。
