自从1980年代初中国农村普遍以家庭承包责任制取代人民公社体制之后，人们一直
在关心集体制农业“失败”的原因。流行于西方学术界的解释，主要集中在农民的生产
积极性和劳动效率问题上，大体可分为两派。一派强调外因，尤其是国家强加给基层集
体组织（由数十个农户组成的生产队）的种种平均主义政策，诸如在劳动报酬方面搞计
时工分，而不是计件工分；在粮食分配方面突出按需分配（口粮），而非按劳分配。此
派学者认为，国家之所以施行此类政策，固然多半出于榨取农业剩余、同时又要确保农
民最低程度的温饱方面的考虑，但是政府本可以在劳动管理和分配上，给生产队一定的
自主权，使之运用适当的物质刺激，提高劳动效率。1另一派学者强调农业集体组织内

摘 要：美国农村社区的公立学校及其学生分别占美国公立学校及其学生总数的31．3
％和21％，其教育质量的高低直接影响到美国教育乃至整个社会的发展状况和水平。由
于以往美国社会、政府关注不够和教育投资不足，致使美国农村社区的教育环境、条件
和质量严重恶化。20世纪90年代以来，美国联邦政府与社区、学校和相关利益团体一起
开始改善农村社区和学区的发展条件。他们设立“农村教育成就项目”，增加农村教育
专项投入，全面统整农村社区和学校，对推动农村社区的教育发展产生了积极影响。

项目动态：网络募书
这张照片是云南省文山壮族苗族自治州广南县曙光乡鸡街小学的传书活动。孩子们对图
书的期盼和拿到新书的开心溢于言表。鸡街小学是海外中国教育基金会网络募书项目的
第一个受惠学校。
网络募书是海外中国教育基金会推出的图书项目之一。基金会的网络募书义工根据需要
捐助学校的学生人数、孩子们的年龄和需求，精心挑选了最适合他们读的书，在书商的
网站上设立心愿单。捐助人只要进入心愿单进行认购，所认购的书就会由书商直接按预
设好的配送地址送到学校。捐助人不管身在国外还国内，都能通过网络操作轻松完成捐
助，简单方便。需要捐助的学校，也都经过基金会严格筛选，并有专门的义工跟进，帮
助学校在收到图书后能开展相应的借阅和读书活动，鼓励孩子们多读书。
继鸡街小学之后，网络募书项目又持续为更多资源贫乏的乡村学校进行了网络募书，包
括甘肃理川扎龙小学、宁夏银川八里桥小学、湖北大悟南田小学、以及湖南永州眼头小

6月20日上午，来自海外中国教育基金会支教团队的美籍华人高雷老师和Lily老师不远
万里来到我校和学生们团聚。
2013年春，针对学生目前英语口语欠缺这一现状，我校在海外中国教育基金会的牵线搭
桥下，和远在美国的高雷老师和Lily老师结缘。她们利用远程网络课堂，义务为我们学
校学生进行英语口语教学，她们流利的口语、丰富的肢体语言，一下子就吸引了参与远
程学习的的每一位师生。每堂课精彩不断，得到了全校师生的一致好评！通过一年多的
共同学习和交流，这两位老师决定回国，和即将毕业的九年级同学团聚一次，也和在校
正在参与远程口语学习的七八年级学生来一次零距离接触，化虚拟的网络联系为真正的
情感交流。
在这次团聚交流活动中，学生们亲眼见到了以前只能在大屏幕上看到的老师，纷纷表示
