你出来的年代差不多。 本科出来的除了外贸代销的， 很难有前途， 技术类还是要
靠读个硕士。 譬如华为的几个， 招进去了以后还是打发去读了几年硕士。 只有本
科的。 有个去广东佛山还是哪里。 ０８年年新只有６万多。 北上广没有户口挺难
呆的。 屯好几套房子的基本都是土著。 如果走体制内拿下户口的， 大部分都是科
研和公务员， 那是要装很多年孙子的。 外企的， 他们跟wsn一样傻， 大部分都
走过海外镀金的弯路。
所以对比下wsn, wsn博士多读３年， 但是博士期间就能拿２万多stipend, 那时候兑
rmb还是1:8.6呢， 国内００年以前能拿到１０万年薪的高薪了， 索南随便就１７万
了。 二线盛会城市一套８０平米也就是２３，２４万， 地方差一点， 不是新楼盘
， １７万就能直接拿下了。 现在这些楼普遍都４０－６０万， 看location. 所以
索南的初始资金上是有优势的。
索南多读３年毕业以后， 除了特冷的专业（也可以转），多耗２－３年postdoc（工

1.PHD的stipend才多少？在很多州还不如领福利来得爽。这一点老黑肯定能算清楚。
2.PHD要干活吧，前几年还要上课考试。黑哥连给人打工都觉得stressful，更别提读
PHD，上课做题，后期做research虐心虐身。
3.黑人读PHD也未必不会抢劫。某天鸡巴痒了就会去强奸，觉得兜里钱少了就会去抢劫
，或者只是单纯心情不好，就会出去搞事。搞事被警察抓了就要进监狱，之前给他提供
的学费stipend都白费了。
4.杀老鼠刷试管虽然是低级体力劳动，也需要从业者有一定的技巧，更需要敬业精神。
这一点老黑和那些勤劳的老中，热爱科学的白老美没法比。海招老黑PHD，最先起来反
对的是faculty。 |

候他刚来所以只有一面之缘。
我看他朋友圈，做实验、参加年会、做presentation(做中期检测的presentation看他
穿的西服革履的)等等，精神状态都很好。时不常地来芝加哥旅旅游，参观其它玉米地
大学，参加学校组织的滑雪活动，照照校园风景、小动物之类的，生活看着很积极向上。
跟买提上大部分号称生物或者化学专业的ID精神面貌很不一样。
难不成买提上真的都是非生物化学专业的冒充的？
说实话我当年挺羡慕生物和化学专业的F1。他们一入学一年各种stipend加起来，包括
暑期的，好像都有两万多甚至快3万。我刚来美国一年stipend好像还不到1万5。所以生
化类F1读书期间自然滋润一些。 |

回到解放前。
研究生的stipend，考虑到属于教育和培训的项目，还是相对合理，而且正在增加的过
程中。现在税法来个釜底抽薪，不知道要多少年才能填回来。
学校的钱也不是凭空变出来的。政府收走，让学校填，这不是抢劫，而且定点专项抢劫

三年半前我大学毕业F2过来，他F1博士在读.
刚来时我一句完整的英语都不会说，第一年，我的生活是，英语，考试，做饭，家务，
申请学校兼做电子商务。
他在我过来半年后fail comps，转硕士。再半年后，stipend停了。
stipend停了以后，我的生意上轨，维持了两人半年的生活。
第二年八月，我博士入学，他随我搬到另一个州，找工作半年，没有任何回馈，放弃。
让他申请学校，不想，回国，不想。
一年后他OPT失效，转F2。生活开支我负担。
期间生意交到他手上，慢慢地做没了。在家是有做家务的，只是可能我太挑剔，没办法
忍受经常吃一样的东西，一抱怨他就连做饭都不愿意了。多次冷战，我放弃，能自己来
自己来。
我在第一学期结束后从博士转硕士，今年五月毕业。他申请了今年的博士入学
准备等他转回F1之后，离婚。以后的生活，我自己面对。

算这边正式学生最终拿这边学位但需要回国的那种，
你得出学费，以及学校规定的in-state full-time graduate student的最低stipend，
这个stipend基本上也就是CSC提供的奖学金和你提供给一般学生的奖学金之间的gap。
录取不录取，你要看学生质量，这种学生不能算免费的，但也是半费的，
如果能跟正式学生一样productive，你赚了。

小破校知道自身没有实力，做不出什么东西。小破校就靠赚indirect cost和fringe
benefit来养着管理人员，靠stipend来养不干事的本地学生，最好再能有点钱买
equipment。小破校就靠招做当前的热门方向的人来给它们赚indirect cost，fringe
benefit， 和stipend。一旦从热门方向赚不到钱，或热门方向改了风向，那就想方设
法赶人，把位子空出来，再招新人。所以，小破校的equipment反而不一定差，只是利
用率低，或不知道怎么用，很快就退役，又要买新的了。 |

分。
本科生一般没有收入，就算学费收税，扣掉standard deduction，影响一般也不大。
藤校学费高，影响大一点，但藤校的faculty也不在乎帮小孩多交点税吧，呵呵。
研究生有stipend，按tuition+stipend来交税，交税额就很可观了。研究生中有很多人
是穷人家的孩子，家里帮不上忙，这点和faculty家庭不同。
总的来说，这次税收，有不小比例的穷人和中产要多交税，最新的估计是三分之一
左右。这次减税的总额度太大了，不得不让一些穷人和中产多交税，要不国债会增
加得更多。

像也没怎么减少。研究经费也在砍，似乎效果也不明显。要达到你说的遏制的效果，光
给stipend加税不够的，应该搞教育特别税，tuition和stipend都要加税，20%不行就50
%，让学生和家长真正感觉到不可承受的压力，这样才能达到效果。 |

2. 2009年3月31日毕业
3. 1月1日到3月31日是在原获取学位的学校做收尾工作, 4月1日起在博士后学校工作.
4. 我从2001年8月份开始F1身份.
5. 我在博士后期间获得的stipend是老板支付, 并非来自任何奖学金.
我想问的是, 我在博士后期间获得的stipend需不需要交税, 是不是能够通过Treaty20(
a)全免? 如果可以全免, 我需要出示什么证明?

一般我们说RA，TA全奖，是指学费加上stipend对不对？stipend是taxable，最多免5k
，用20(c)，这个没有争议，但是学费部分是否应该在20(b)下免税？
多数学校应该是直接用grants去付了学费，所以学费不出现在W-2上，但是如果学校把
学费给你，让你自己交呢？是不是应该在20(b)下exempt？ |

Sciences下面的一个program （http://sites.nationalacademies.org/PGA/RAP/PGA_047746），要求自己报税，没有W-2或者任何表格，每个月也不扣FICA和medicare。自己按季度交tax whithheld。今年报税时被告知这样的钱(stipend)要算在self employment income（Form 1040, line 12, busines income）里面，在一般的收入税之外还要交一笔self-employment tax (line 56)，很多钱啊！！！ 在NRC的网页上找到这样的话：

按说这两项信息都应该在1042S表的第一项income code和第二项gross income里列出来
，可是我的只列出来了wage那部分。我问了系里其他中国助教，他的两项都有。我该怎
么办啊？虽然这个stipend属于scholarship,是不用交税的，但是我担心这样的错误影
响我的record,我自己也不清楚为什么出现这个情况。

gross income里，有两行，一行是wage,一行是stipend,我跟他情况一样，但是我那个
box里，只由wage一行，也只收到这一个1042S。

少填的那份也tax了，本来是stipend不用交的。我现在已将另外一份在网上不上了，准
备寄给IRS。他们说如果don't agree,可以60天内by mail provide additional
infomation，we can reverse the change we made. However if you are unable to
provide us additional information that justifies the reversal and we believe
the reversal is in error, we will forward your case for audit. 不知大家有没

scholarship，那么根据关于Article 20 （b）,这部分的收入完全不需要交税。报税人
在当年没有收到1042S，并且W2反映了这阶段的所有收入，完全被征税。
如果这个学生毕业了，并且马上找到了工作，用F1-OPT工作，那么在F1-OPT这阶段的工
作收入可以根据Article 20 （c）,享受到前5000块的exemption。
那么根据treaty的话，可以享受到Stipend+5000的exemption。

等到家都搬过去了, 那边办手续的说, 不能办.
一开始说stipend不算wage, 够不到prevailing wage.
后来又说, 查了政策, 必须是100% employment. Fellowship不算employment.
我后来自己google去了, 在几个学校的网页上都查到了, 人家说得清清楚楚,
H1b prevents the visa holder from receiving any fellowship/stipend.
算是长了一把经验值.
昨天晚上确实有点郁闷, 头脑发热就说, TMD索性申请绿卡了.
不过在这里问了一下, 确实还少review.

不 长不短的，写点东西好像正好。
7年如果看做一个可以移动的框，放在人生的初始，是从襁褓到走进小学，再往后挪挪 ，是从小姑娘
变 成大姑娘，再后面就是从离家一天都想家的宅女到只身去北京上学。而现在的这个框是 在异国他
乡度 过的22岁到29岁这段人生最美丽的时光。
