对于C 4th QT earning ,几个字概括“出乎意料的好”
季报的好坏是要靠比较之前的。上个季度-0.2x+还TARP的因素以至于跌到3.3x.其实还
TARP未必是件坏事。而排除还TARP的情况其实C这个季度是-0.06.而且其他指标如
capital ratio等都非常好，信用消费chargeoff也有明显好转。我认为下一个季报前we
will see 4+,如果下一个季报能够+的话，we will see 5+ |

长了奇膝的杂草，然后好多蜜蜂就不想弄了，让它去了，最后晚秋收了2个瓜。（我院
子里本来也不是草地，挺多蒲公英级别的杂草的）
今年想整的干净点，在一块地上种冬瓜，西瓜，玉米，啥的，但是在想如何防杂草，因
为不想杂草满地，也不想搭架子。看到farm种菜都是用塑料布包着地，在想是否能在地
上铺一大块weed fabric（或者tarp），然后在上面扣洞种，请问下藤在tarp上爬有问
题么，黑色的tarp会否让地太热？谢谢

第7天跟第3天比，要么死了，要么好多了。
08年得大衰退，从布什／paulson和国会民主党合作，通过TARP得那一刻，就知道不会
死了。09年中就知道了，TARP授权的7千亿救市拨款当中，第二期的3千500亿根本不需
要动用。后来这3千500亿被O8挪去救通用汽车了。
后来09年O8搞的7千800亿american recovery and reinvestment act，属于围着病床烧
香，跳大神那种，有益还是有害，很难说。基本是O8的其他金主说，“华尔街拿了那么
多钱，我们也要”那种。
09年以后唯一肯定对经济有“稳定”作用的是QE。但是QE就像镇痛药，副作用要长期才

Fed 的职能是储备银行，不是独立央行。所以，Fed不是货币发行机构，无法进行货币
供应量的调控。没有asset backed，他不能买入或卖出Bond。Fed没能力掌控政府买什
么股份。是股份，不是股票。这是政府tarp fund要干的

help out $100 bond holders.
however, if you go out guaranttee this bond has a price of $100 (assuming
intrinsic value you calculated is $100), if in the end the actual value of
this bond is $95, you only used $5 of the TARP fund, you can actually help
out $500 bond holders.
basically wall street does not think the plan is big enough, there are about
3 trillion of ABS outstanding. And if treasury is going to do it by pie |

现代世界金融规则基本是90年代初建立起来的,90-91年几件大事包括苏联倒台,海湾战
争全面确立了美国的国际霸主地位.从此国际金融秩序都是在美元主导下直至今日.所以
归根结底一切问题都要回到美元的monetary policy.
1990年以前USD的M2 Money Supply基本和US Nominal GDP 吻合, 换句话说velocity of
money supply长期稳定.今天和1990年以前比大概有30%的gap. 91-94年格林斯潘时期
衍生品大爆发加上Fed一些列policy的变更迅速扩大market leverage ratio. 1995年美
元印钞机开动money supply重回5-7%增速,但已经确立的金融杠杆没有明显减少,直接导
