unbreakable encryption.
The measure, which mirrors a recently introduced bill in New York, would
require all smartphones made or sold within the state “to be capable of
being decrypted and unlocked by its manufacturer or its operating system

If you are going to say would have been, then articulate each word clearly
and don't slur them together. Do this if you are doing a presentation or in
a more formal setting.
If you are going to say would've been, then sure, slur them together...
