如果不是total loss，并且我不想修车，只打算让对方赔现金，那么估计的修理费用是
谁来决定呢？
如果不是total loss,拖去body shop修的话，保险公司会不会赔depreciation？

companies usually declares is total lost
so yes, it's up to the other driver's insurance because they are paying
the bills
On fixing the car, you have 2 options:
A. get cash - if you do NOT want to fix the car or want to fix it cheap
and pocket the differece, get 3 free estimates from 3 different body
shops, fax them to the insurance company and ask for as much as possible
or
B. get the car fixed - send your car to good bodyshop, ask them to bill
the insurance directly. Usually insurance company recommended bodyshop
are good; avoid dealer because most dealers do not do body work, they
tow your car to a body shop nearby and charge you $2000 extra.
Call other party's insurance. demand car rental reimbursement, starting
from the
day of the accident until the proprety damage claim is closed.

are willing to come to you for estimate
