If you only had 1m left, you can only sign a free agent of 1m worth,
regardless of your willingness to pay the penalty.
Second of all, your link had quite some errors for GSW, for example, Jason
Thompson's salary is only partially guaranteed for next year. After
stretching, it's almost negligible.
Lastly, I don't know how you did your math. How can GSW had lower amount of
total salary than Thunder but overtax is more? Your source is a math idiot.

from the two links. One link has the current salary with tax, cap and gap
stuffs, and the other has salaries for the incoming year.
There is discrepancy on Thunder's salary, 96M and 93M. I quoted the higher
one as I got that link first, but then found the second one for tax.
Actually, now I can see that the dude in charge of
http://hoopshype.com/salaries/
probably has swapped the salaries for Thunder and Warriors by mistake. That
solves the dilemma. Well, it took team work to figure this out.
Yes, those are unofficial records for illustration purpose, and what's
negligible is better to be ignored, as I figure for the silly Houston's
overtax.
The following is a better record:
Cleveland 108M (overtax 22M)
LA Clippers 97M (overtax 11M)
