反正学校工作人员我是不信的，自己的事还是自己弄清楚的好，到时候责任都是自己的。

持他的说法的话，问他有没有相应的regulation或者statute。要是他不理你你就不停
写信骚扰，或者打电话，嗯。

发帖数: 6961 | 12 因为你说不清啊，如果有很多人有lz一样的情况还好，要是只有lz有这样的情况，又假设那个social security tax的确是要交的而lz没被扣，那就很可疑啊。lz当然没有故意cheat，但是不能保证lz当时所交的所有的paper work都完全没差（反正那些报税的材料我是看得迷迷糊糊云里雾里），也不能保证在提交的过程中系里的小秘payroll的人没有弄错。一旦错了，lz又不能证明是其他人错了，很可能presumption就是lz错了。
当然啦，被irs盯上的概率是万分之零点零几，不过还是小心为妙。

Per the telephone conversation between XXX and XXX dated XXX, you confirmed that XXXXXXX （对你有利的内容，譬如说根据你的情况，那个social security tax就是不要交的之类）.Please correct me if there is anything wrong.
你自己毕竟没有电话录音，没法证明对方说了什么，这样的话，如果对方不反对，就有对你有利的written proof了。

Defined Contribution Plan (DCP)
* Also known as a "safe harbor" plan.
* All UCSD employees must contribute a portion of their salary into the

* Career employees contribute 2% of their gross pay, minus $19.00 per mo

根据俺所知，resident alien是需要交所谓的FICA，包括social security tax和
medicare，这两项税所占比例还不小，google得知是总收入的6.2%和1.45%。
SST的作用就是社会养老保险了，当你在美国退休之后，根据你SST的缴纳情况决定你每
月能从联邦政府拿回多少养老金。
但是在UC系统里有个所谓的safe harbor。对于俺们这种破斯刀，是temporary
employee或者是limited employee，将来有可能海龟不在美国退休，那交给联邦政府的
SST岂不都打了水漂？所以，学校非常善解人意温柔体贴考虑周全...（此处省略500字
），让我们交DCP而不是SST，这就是safe harbor。这个DCP是个人退休账户，换句话说
，我们投到DCP的所有钱都是我们自己的钱（而不是投到美国政府社会福利大仓库里）
，退休后可以从中支取。当然提前拿也可以，只要你愿意缴纳罚款和税，基本上1/3都
没有了。
听起来似乎不错的样子。代价是一般employee有的401（k）以及employer match我们都

actually it is funny that in the orientation their introduction
gave me the impression that dcp is way better than sst. You can take
all your money when you leave lbl, no penalty was mentioned. From your
post, we still get penalty if we take them out when we leave lbl?

发帖数: 6961 | 20 是啊，这个dcp到时候究竟能不能都拿回来呢？我印象中说是可以的，不过这种到了别人口袋里的钱，最后能拿回多少就是别人说了算的，到时候这儿扣你一点那儿扣你一点，也许经过一长串繁冗的程序以后，到手就被扒了无数层皮只剩2/3了。。。

对于一般employee，他们要交FICA(SST和medicare),另外还要交401（k）个人退休账户（学校要match一部分）
对于我们，只要dcp+medicare，贡献到dcp都是个人退休账户（It is from your own pocket and it is your own money）。这样，总体交得少了，也不用白白贡献sst给联邦政府。学校不用match，也大大省了一笔钱

离开berkeley的时候，可以把钱转到其他IRA里面
如果直接取的话，算当年收入，第二年要保税

is standard for any tax-deferred retirement account.
