using .htaccess and .htpasswd for protected www directory. It will prompt for
username and passwd once and the next time enters it, it will not ask for
username/pass again.
Delete files/cookies/cache doesn't help. How can I make it ask for
username/passwd every time that directory is accessed?

1, clear password: internet options->content->auto complete,
clear passwords.
and
2, don't check the "remember password" box when you sign in.

And I'm ask what should be done on the server end to prompt username/passwd,
client side should not be able to control it. I know some other web sites that
ask me for username and passwd everytime I try to enter. I was wondering how to
realize that.

you cannot use htpasswd and force user not caching password.
you have to use some client side thing to override IE settings,
I guess.
