MBA recruit usually happen on Campus recruitment event, that's most fulltime
MBA get the chance to intern and employement.
Nobody says CANNOT switch career, it's just not usual for employer hire
parttime MBA.
BTW, I will be start my partime MBA this september and I probably not gonna
switch. For the purpose of learning it should worth it.

ban fulltime student from participating intern program. If you are
competitive, you still can. I know some students from my school quit their
job to attend internship.

show the leadership, good communication and ability to execute, which is a
main topic in B-School.
In that sense, MBA will help.
Plus, you will have a wide network from alumni, this will help in a long run.

technical. Again, this is case by case, the best way to find out is to ask
people who actually work in the specific company you are interested in.
