fiarness only in multiple servers situations. But they are very involving,
so I can not get their implications through reading several papers.
I think that one paper introduces them with a pretty intuitive way. It
is "Congestion Control Mechanisms and the
Best Effort Service Mode"l by Panos Gevros etc. If you're in network field,
this is also a very good survey paper.
