advice after explaining your situations and concerns. He/she may let your
advisor know your situation in a nice way and help find a good solution.
The worst case is to change advisor, which happens often in many CS depts.
Finding a good match btw advisors and advisees is not an easy thing.

I was at similar situation as your several years ago, my advisor didn't
know that I was his student even after I had worked for one year in his
lab. It is not rare that advisors and students have little time to
communicate.
Do some research/implementation work by yourself, but be related to your
advisor's work.
Don't need to tell him before you get preliminary (positive) result,
otherwise he won't be interested.

To be frank, it really does not make too much sense to get a PhD from a school
that is not on the map, unless the advisor is good because PhD advisor is mor
e important than school. However, it seems that you cannot gain much from the
professor.
So I would rather transfer to a better school if I want to get PhD, otherwise
