ad hoc algorithm may not have proven properties and it works as experiences
described and may not always given the right performance.
I think Ad Hoc network doesn't mean the same thing.
You may be right that it means network setup without infrastructure so
devices have to figure out how to connect to each other.

Just give another example. USArmy set foot on Iraqi desert. There are no hospi
tals, so they have to set up some improvised ones by themselves. These hospita
ls work and save lives. But they are no match to those hospitals you can find
back in their bases. And when USArmy move on, those improvised hospitals will
most probably cease to exist. That's what we call "ad-hoc".
